Key factors and challenges in financing and achieving national projects indicators

Abstract

From the very beginning of its use as one of the budgetary policy instruments to achieve the social and economic development goals, national projects, along with their planned effectiveness, required the attraction and allocation of signi­ ficant budgetary resources and a change in approaches to the public administration system in the budgetary policy. The disadvantages that have manifested themselves in the process of functioning of the mechanism for selecting financial support instruments for national projects implementation at the expense of both the Russian budgetary system budgets and extra-budgetary sources at the stage of their development have been considered. The analysis of the factors determi­ ning the process of choosing and applying the algorithm of financing sources has been carried out. This analysis has shown that the quality of the study of a natio­ nal project at the initial stage of development determines the amount of funding allocated, which makes it possible to establish larger-scale and, consequently, more realistic and achievable sub-goals within the framework of national deve­ lopment goals. The evolution of the regulatory framework that establishes criteria for choosing approaches to determining alternatives and sources of financing has been studied. The factors of increasing the effectiveness of financial support for national projects (programs) in the near future have been identified. Conclusions and recommendations on improving the quality of developing and planning national projects have been formulated, concerning the identification of sources and amounts of their financial support.
