Author Guidelines

Our goal is to provide you with a professional platform for publishing scientific and practical work.

We expect you to:

  • respond promptly to any inquiries during the publication process;
  • take responsibility for all aspects of your work. This includes investigating and resolving any questions regarding the accuracy or integrity of your research;
  • treat communication between you and the journal editor as confidential until a decision is made;
  • list all individuals who have made a substantial and meaningful contribution to the article submission (all other contributors should be acknowledged in the “Acknowledgments” section);
  • exclude anyone who did not participate in the preparation of the article or who opted out of the research.

According to the COPE position statement on artificial intelligence (AI) tools, Large Language Models cannot be accepted as authors because they are not capable of conceptualizing research work without human guidance and cannot be held accountable for the integrity, originality, and veracity of the published work. The author(s) must describe the content created or modified and properly cite the name and version of the AI tool used; any additional work generated using the AI tool must also be properly cited and referenced. Standard tools that are used to improve spelling and grammar are not included within the parameters of these guidelines. The editor and publisher reserve the right to determine whether the use of an AI tool is acceptable.

  1. Key Principles of Using Generative AI

1.1. Copywriting any part of an article using a generative AI tool or LLM (Large Language Model) is not permitted, including generating the abstract or literature review. This is because, according to authorship criteria, the author(s) must take full responsibility for the work and be accountable for its accuracy, integrity, and justification. However, in accordance with standard academic practice, the use of generative AI examples is permitted for illustrative purposes within the framework of scholarly critique and discussion—except for images created by AI tools or large-scale generative models. Such examples must be clearly marked in the text and fully cited and referenced in accordance with formatting requirements.

1.2. Providing statistical data in the text using a generative AI/LLM tool is not permitted due to concerns about the authenticity, integrity, and reliability of the data generated. However, using such tools to analyze one's own work is acceptable.

  1. General Rules

2.1. Any manuscript submitted to this journal must be original. This means it must not have been previously published in its current or similar form.

2.2. Your work must not be submitted elsewhere or under consideration by any other publication.

2.3. If you have a conflict of interest, you must declare it upon submission of the manuscript. This allows the editor to decide how to proceed.

2.4. By submitting your work, you guarantee that it does not infringe upon any existing copyrights.

2.5. If you have written in detail about a company/person/organization using non-public information, spent time within the company/organization, or described the work of named/interviewed employees, you must obtain permission using a publication consent form. If permission is required from a company/person/organization, consent must be granted either by the named individual in question or their representative, a board member of the company/organization, or a representative of the company’s HR department.

Additionally, please note that if a figure is fully copied from a source, you must obtain permission from the copyright holder for reproduction. Sometimes the source/website/journal specifies the license type under which materials are distributed. If the publisher allows figures to be used without editorial permission but with proper attribution, then no separate permission from the author is required.

11.3. Do not use the “Symbol” option to insert mathematical or other symbols, dashes, quotation marks, etc.

11.4. Superscript and subscript characters should be used for powers and indices.

11.5. Variable designations within the text must be typed in MS Word.

  1. Peer Review

12.1. The editorial board conducts peer review of all manuscripts submitted to the journal that fall within its scope, for the purpose of expert evaluation. All reviewers are recognized specialists in the relevant subject areas and have published in the field of the reviewed article within the last three years. Reviews are stored by the publisher and the editorial office for a period of five years.

12.2. Upon receipt, the article is reviewed by the editorial board to ensure that it aligns with the journal’s thematic focus and formatting requirements. If deemed suitable, the article is forwarded for peer review to a specialist—holding a doctoral or candidate degree—whose scientific expertise closely matches the topic. Leading scholars in the relevant scientific field are engaged in the review process. Reviewers may include members of the editorial board, faculty from the State University of Management, highly qualified external experts, and practitioners. All reviewers are independent of the authors, i.e., they are not affiliated with the same institution.

12.3. The journal employs a double-blind peer review process. Manuscripts are provided to reviewers in print and/or electronic format without disclosing the names, positions, or affiliations of the authors. Reviewers are informed that the materials they receive are the intellectual property of the authors and contain confidential information not subject to disclosure. Reviewers are prohibited from making copies or sharing the materials with third parties. The review process is confidential and anonymous for the authors. The editorial board sends authors either copies of the reviews or a justified rejection, and is also obligated to submit reviews to the Ministry of Science and Higher Education of the Russian Federation upon request.

12.4. The review period is determined by the Editor-in-Chief and agreed upon with the reviewer to ensure timely publication, but it must not exceed one month from the date the manuscript is received by the reviewer. The reviewer has the right to decline the review within one week of receiving the manuscript and must notify the Editor-in-Chief in writing.

12.5. The review must address the following points:

– Does the content of the article correspond to the topic stated in the title?

– Does the content align with the journal’s thematic areas?

– Does the article present scientific novelty?

– Is the article consistent with the scientific standards of the journal?

– Is it advisable to publish the article considering previously published literature on the subject, and does it interest the journal’s readership?

– What are the strengths and weaknesses of the article, and what revisions or additions should the author make (if any)?

12.6. The reviewer may provide recommendations to the author and editorial board to improve the article. Reviewer comments and suggestions should be objective and constructive, aimed at enhancing the article's scientific and methodological quality. The conclusion of the review must contain a reasoned overall assessment and a clear recommendation, choosing one of the following options:

– recommend the article for publication in the journal;

– recommend the article for publication after revision according to comments;

– do not recommend the article for publication.

12.7. In the case of a negative review, the reviewer must provide a well-substantiated rationale. If the review includes recommendations for revision, the review is sent to the author with a request to consider the suggestions in preparing a revised version or to provide a reasoned rebuttal (in whole or in part). The revised manuscript is then resubmitted to the same reviewer.

12.8. If, during the review process, a reviewer suspects a potential conflict of interest, they must immediately notify the editorial office and explain the nature of the conflict.

12.9. A positive review does not guarantee publication. The final decision regarding the advisability and timing of publication is made by the Editor-in-Chief, and if necessary, by the editorial board. The journal notifies the author of the decision with a written explanation sent by email or other means.

12.10. The average time from submission to publication is 12 weeks.

  1. Editorial Policy – Prohibited Practices

13.1. Improper self-plagiarism is not allowed. If parts of the article have been previously published, the author is required to reference the earlier work. Verbatim copying or rephrasing of one’s own previously published work is not permitted; such content may only be used as a foundation for new conclusions.

13.2. Verbatim copying of another person’s work without proper attribution, citation of the source, and the use of quotation marks is strictly prohibited.

13.3. Inappropriate paraphrasing of another person's work—changing more than one sentence within a single paragraph or section, or rearranging sentences without citing the source—is also not permitted. Significant improper paraphrasing without citation is considered equivalent to verbatim copying.

13.4. Using parts of another person’s work without proper attribution—such as a paragraph, image, or table—without citing the source or using quotation marks, is prohibited.

13.5. Presenting the same results using both tables and charts simultaneously is not allowed.

13.6. The use of neural networks (artificial intelligence) to generate text is strictly prohibited, including for creating abstracts, introductions, conclusions, findings, or any other sections of the article.

  1. Other Provisions

14.1. Copyright protection is ensured through the signing of license agreements (author agreements).

14.2. The published article will be available under the Creative Commons Attribution 4.0 International License, which allows for unlimited distribution and reproduction of the articles in any medium, provided that the author is credited and a citation to the original publication in this journal is included in accordance with academic citation standards.

14.3. Authors retain unlimited copyright and full publishing rights.

14.4. In case of non-compliance with these guidelines, the editorial board reserves the right to return the material to the author for revision or reject the article for publication. In the event of rejection, the author will receive a reasoned explanation for the decision.
